Vlagyimir Putyin orosz eln\u00f6k cs\u00fct\u00f6rt\u00f6k\u00f6n al\u00e1\u00edrta az \u00c1tfog\u00f3 Atomcsend-egyezm\u00e9ny (CTBT) orosz ratifik\u00e1ci\u00f3j\u00e1nak visszavon\u00e1s\u00e1r\u00f3l sz\u00f3l\u00f3 t\u00f6rv\u00e9nyt.<\/strong><\/p>\n\n\n\n

A CTBT-t egyel\u0151re nem l\u00e9pett hat\u00e1lyba, mert nem ratifik\u00e1lta az ehhez sz\u00fcks\u00e9ges elegend\u0151 sz\u00e1m\u00fa \u00e1llam.<\/p>\n\n\n

Az ENSZ K\u00f6zgy\u0171l\u00e9se \u00e1ltal 1996. szeptember 10-\u00e9n elfogadott, \u00e9s k\u00e9t h\u00e9ttel k\u00e9s\u0151bb al\u00e1\u00edr\u00e1sra megnyitott CTBT-t 187 \u00e1llam \u00edrta al\u00e1, k\u00f6z\u00fcl\u00fck 178 ratifik\u00e1lta is. Az atomhatalmak k\u00f6z\u00fcl ezt eddig Franciaorsz\u00e1g, Nagy-Britannia \u00e9s Oroszorsz\u00e1g tette meg. Az egyezm\u00e9nyt a hat\u00e1lyba l\u00e9p\u00e9s\u00e9hez mind a 44, nukle\u00e1ris technol\u00f3gi\u00e1val rendelkez\u0151 orsz\u00e1gnak ratifik\u00e1lnia kellene, de k\u00f6z\u00fcl\u00fck az Egyes\u00fclt \u00c1llamok, K\u00edna, India, Pakiszt\u00e1n, Ir\u00e1n, Izrael, Egyiptom \u00e9s \u00c9szak-Korea ezt nem tette meg.<\/p>\n\n\n\n

Az orosz parlament arra hivatkozva d\u00f6nt\u00f6tt a ratifik\u00e1ci\u00f3 visszavon\u00e1s\u00e1r\u00f3l, hogy az Egyes\u00fclt \u00c1llamok t\u00f6rv\u00e9nyhoz\u00e1sa egyel\u0151re nem ratifik\u00e1lta az egyezm\u00e9nyt.<\/p>\n\n\n\n

A nukle\u00e1ris k\u00eds\u00e9rletek betilt\u00e1s\u00e1r\u00f3l sz\u00f3l\u00f3 szerz\u0151d\u00e9s ratifik\u00e1ci\u00f3j\u00e1nak visszavon\u00e1s\u00e1r\u00f3l sz\u00f3l\u00f3 t\u00f6rv\u00e9nyt el\u0151sz\u00f6r az orosz parlament als\u00f3h\u00e1za, az \u00c1llami Duma fogadta el, majd okt\u00f3ber v\u00e9g\u00e9n a fels\u0151h\u00e1z is j\u00f3v\u00e1hagyta, egyhang\u00falag. A dum\u00e1ban Vjacseszlav Vologyin h\u00e1zeln\u00f6k a szavaz\u00e1st \u201ev\u00e1lasznak nevezte az Egyes\u00fclt \u00c1llamoknak a glob\u00e1lis biztons\u00e1g fenntart\u00e1s\u00e1ra vonatkoz\u00f3 k\u00f6telezetts\u00e9geihez val\u00f3 visszatasz\u00edt\u00f3 hozz\u00e1\u00e1ll\u00e1s\u00e1ra\u201d.<\/p>\n\n\n\n

Febru\u00e1rban Oroszorsz\u00e1g felf\u00fcggesztette r\u00e9szv\u00e9tel\u00e9t az Egyes\u00fclt \u00c1llamokkal 2010-ben al\u00e1\u00edrt, a had\u00e1szati t\u00e1mad\u00f3fegyverek korl\u00e1toz\u00e1s\u00e1r\u00f3l megk\u00f6t\u00f6tt \u00daj START-szerz\u0151d\u00e9sben.<\/p>\n\n\n\n
