A jelentés szerint az ukrán diplomácia vezetője hangsúlyozta: „Nem ismertek. Nincsenek. Ez a probléma. Vagyis mikor teljesülnek a feltételek? Mik a feltételek? Kinek kell megfogalmazni? Mik azok?” Szerinte Ukrajna és a NATO eltérő álláspontot képvisel a tagsággal kapcsolatban.
„Ismételten az álláspontunk: minden feltétel megvan ahhoz, hogy Ukrajnát meghívják a NATO-ba. Vagyis alapvetően más álláspontunk van ebben. Az ő álláspontjuk az, hogy van néhány feltétel, amit teljesíteni kell. Együtt fogunk működni a szövetségesekkel, hogy ne fagyjon le minden, és haladjunk előre” – hangsúlyozta Kuleba.
A külügyminiszter megjegyezte, hogy Ukrajna jövőbeni NATO-tagságát illetően az USA és Németország van a legkonzervatívabb állásponton. Ugyanakkor szerinte nem minden ilyen egyértelmű. „A színfalak mögött történtek sok árnyalatát ismerve elmondhatom, hogy az Egyesült Államoknak fontos, meghatározó szerepe volt abban, hogy a „meghívás” szó egyáltalán megjelenjen a szövegben. Nem a minket kielégítő megfogalmazásban, hanem elvileg. És végül Németország sem állt ellen. A világ egy kicsit bonyolultabb, nem fekete-fehér” – mutatott rá Dmitro Kuleba.
