A jelentés szerint Litvin elmondta, hogy Szibiha damaszkuszi látogatásának főbb részleteiről majd a Külügyminisztérium tájékoztat. Mint megjegyezte, a látogatás az elnök nevében zajlik. „Az elnök ötlete az, hogy most intenzívebbé tegye a kapcsolatokat, ezért elküldte az első tétel élelmiszert Szíriába. A Gabona Ukrajnából program részeként történik a szállítás” – tette hozzá.
Az elnöki tanácsadó megjegyezte, hogy valószínűleg érzékeny politikai kérdésekről is szó esett Szibiha és Ahmed al-Sharaa szíriai vezető találkozóján. „Most az elnök a látogatásról és a tárgyalásokról szóló jelentést vár Szibihától” – mutatott rá Dmitro Litvin.
Ukrajna és Szíria 1992-ben vette fel az első diplomáciai kapcsolatokat. 2022-ben azonban az akkori szíriai kormány elismerte a DNR és az LNR függetlenségét, ami az Ukrajnával fenntartott diplomáciai kapcsolatok megszakításához vezetett.
