A jelentés szerint az ukrán diplomácia vezetője azt írta: „Putyin és Lavrov kijelentései az atomfegyverek lehetséges bevetésével kapcsolatban abszolút elfogadhatatlanok és felelőtlenek.” Egyúttal hangsúlyozta, hogy Ukrajna soha nem adja fel saját érdekeit, és továbbra is mindent megtesz területei felszabadítása érdekében.
Dmitro Kuleba emellett felszólította az atomhatalmakat, hogy reagáljanak az Oroszországi Föderáció zsarolására, és tegyék egyértelművé az agresszor számára, hogy az ilyen retorika az egész világot veszélyezteti, és ezt nem fogja megengedni.
