Az Európai Unión belüli schengeni övezetet is ugyanúgy rendszeresen, miniszteri szintű egyeztetéseken kellene igazgatni, ahogyan az eurózónát – jelentette ki szerdán a soros elnökséget betöltő Franciaország államfője a tagállamok igazságügyi és belügyminiszterei előtt. Emmanuel Macron szerint a „Schengen Tanács” munkáját akár már a jövő hónaptól el lehetne kezdeni. Ez a testület értékelhetné, miképpen működik a szabad utazást biztosító övezet, közös döntéseket hozna, és a feladatai közé tartozna a szükséges lépések koordinálása válsághelyzetekben.
Ez a tanács lehetne az erős, védelmező Európa arca, olyan Európáé, amely nyugodt lelkiismerettel ellenőrzi a határait és ezáltal irányítja a saját sorsát – idézte a Reuters Macront. A javaslatot a 27-tagú blokk többi tagállamának is támogatnia kell, de francia illetékesek szerint az nem igényelné a meglévő uniós egyezmények módosítását.
Az EU-t mélyen megosztotta az utóbbi években, hogyan reagáljon a bevándorlásra, és miképpen tartsa fenn a rendet a belső határokon. Az újraválasztásért küzdő Macron kampányát is nagyrészt biztonsági kérdések dominálják, és azt reméli, hogy a lassú lépésekkel megnyerhet magának többeket a vonakodó uniós tagállamok közül.
Muszáj megreformálnunk Schengent. Nincs szabad mozgás, ha nem ellenőrizzük a külső határainkat – jelentette ki. Franciaország javasolt egy vészhelyzeti válaszmechanizmust is, amely akkor lépne életbe, ha fenyegetés éri e külső határokat.
