Putyin szerint ilyen „elzárt övezetek” találhatók a donyecki Pokrovszk–Mirnograd agglomerációban, valamint a harkivi Kupjanszk városában.
„Két helyen – Kupjanszkban és Cservonoarmijszkban (orosz elnevezéssel Pokrovszk) – az ellenfél bekerült, körbe van zárva” – mondta Putyin.
Az orosz elnök szerint Oroszország „nem ellenzi”, hogy ukrán és külföldi sajtó képviselői bejussanak ezekbe a körbezárt zónákba és bizonyos pontokra.
„Készek vagyunk ideiglenesen felfüggeszteni a harcokat – két, három vagy hat órára –, hogy egy újságírócsoport bejuthasson, megnézze a helyzetet, beszéljen az ukrán katonákkal, majd távozzon” – tette hozzá.
