A dokumentumot Franciaország kérésére dolgozták ki, miután
Emmanuel Macron blokkolta a csatlakozási tárgyalások megindítását Észak-Macedóniával
és Albániával.
Várhelyi Olivér bővítési biztost elmondta, ez a csomag lehetővé
teszi a csatlakozási tárgyalások megindítását: Ez az első lépés. Még elég sok
munka áll előttünk, de ez egy nagyon fontos lépés. Ezzel tudjuk újraindítani az
egész folyamatot. És ezzel szeretnénk mindenkit meggyőzni arról, hogy ez a
folyamat jó dolog, amire Európának szüksége van. És ezt együtt meg kell, hogy
tegyük, meg kell, hogy csináljuk – fogalmazott Várhelyi Olivér.
A dokumentum kiemelten kezeli a jogállamiságot és a demokráciát.
A reformok végrehajtását pénzbeli forrásokkal jutalmazzák, a lassú előrelépés
esetén viszont szankciók is jöhetnek, súlyos esetben, pedig felfüggeszthetik a
csatlakozási tárgyalásokat.
A kérdés azonban továbbra is az, felkészült-e Európa az új
tagországokra.

Észak-Macedónia kormánya üdvözölte az új iránymutatást. A
