A dokumentum szerint „a területet átmenetileg veszélyesnek nyilvánították a légi járművek repülése szempontjából”. A megadott koordináták értelmében a repülési korlátozások övezetébe a Krím déli része feletti légtér (Szevasztopoltól Feodoszijáig), a félsziget déli partvidéke menti felségvizek, valamint a Fekete-tenger nemzetközi vizeinek egy része tartozik, 19 ezer méteres magasságig.
Oroszország korábban azt jelentette be, hogy a felségvizein április 24-től október 31-ig a Fekete-tenger több részén felfüggeszti a külföldi hadihajók és más állami hajók áthaladásának jogát. Az orosz védelmi tárca hajózási és oceanográfiai főosztályának április 14-én kiadott közleménye szerint a tilalom a Krím déli partjai mentén (Szevasztopoltól Gurzufig), a Kercsi-félsziget partjainál (az Opuk természetvédelmi terület közelében) és a Krímtől nyugatra fekvő tengeri területre vonatkozik.
Az ukrán külügyminisztérium április 15-én tiltakozott a Fekete-tenger vizeinek a Kercsi-szoros irányába való lezárása ellen, és követelte a döntés visszavonását.
Szergej Sojgu védelmi miniszter április 13-án jelentette be, hogy Oroszország „a NATO fenyegetéseire válaszul” két hadsereget és három légideszantos alakulatot vezényelt át a nyugati határaihoz egy hadgyakorlat keretében.

A tábornok az ICTV tévécsatorna politikai talkshowjában szerepelve elmondta: ahhoz, hogy támadást indíthasson, Oroszországnak először csapásmérő csoportokat kel létrehoznia az ukrán határnál. Jelenleg ilyen egységek nincsenek az ukrán határ közelében – erősítette meg.
Mint Najev fogalmazott, a támadáshoz a határnál csapásmérő csoportokra van szükség, vagyis a csapatokat harci rendbe kell állítani, és felkészíteni a támadásra. Jelenleg erre utaló jelek nincsenek, ahogy nincsenek jelen csapásmérő csoportok sem, minden egység a bázistáborokban állomásozik, és a gyakorlótereken folyik a felkészítésük, amit erődemonstrációnak hívunk – mutatott rá az ukrán parancsnok.
