A jelentés szerint az ukrán diplomácia vezetője bejegyzésében azt írta: „Rigában Szijjártó Péterrel találkoztam. A kétoldalú kapcsolatok egyes nehéz kérdéseire való tekintet nélkül egyetértettünk abban, hogy Ukrajna biztonsága egyaránt jelenti Magyarország biztonságát a NATO keleti szárnyán.”

A nemzetközi biztonság aktuális kérdéseiről tárgyalt Valerij Geraszimov orosz vezérkari főnök és Mark Milley, az amerikai vezérkari főnökök egyesített bizottságának elnöke.
Erről kedd este az orosz védelmi tárca adott ki szűkszavú közleményt. A két katonai vezető eszmecseréje olyan időszakban történik, amikor mind több jelentés lát napvilágot egy lehetséges csúcsszintű orosz-amerikai kapcsolatfelvétel lehetőségéről.
Geraszimov és Milley szeptemberben Finnországban személyesen is találkozott. Az orosz védelmi minisztérium tájékoztatása szerint akkor egyebek között a katonai incidensek kockázatának csökkentéséről tárgyaltak a felek.
Szergej Sojgu orosz védelmi miniszter kedden kínai hivatali partnerével, Vej Feng-hóval tárgyalt, akinek elmondta, hogy az amerikai hadászati erők novemberben tartott Global Thunder hadgyakorlata során 10 stratégiai bombázó gyakorolta a nukleáris fegyverek Oroszország elleni bevetésének forgatókönyvét, egyszerre nyugati és keleti irányból.
„A minimális távolság az államhatárunktól 20 kilométer volt” – mondta Sojgu.
Az orosz tárcavezető szerint az orosz hadsereg az amerikai légierő hadászati bombázóinak „jelentősen megnövekedett aktivitását észleli Oroszország államhatárának közelében”. Mint mondta, az elmúlt hónapban mintegy harmincszor repültek ilyen gépek a határ irányába, ami két és félszer gyakoribb, mint tavaly ilyenkor.
Sojgu különösen fontosnak nevezte Oroszország és Kína együttműködésének fejlesztését a „növekvő geopolitikai zavarokkal és a világ különböző részein erősödő konfliktuspotenciállal” összefüggésben. Emlékeztetett arra, hogy Moszkva és Peking régóta stratégiai partnerei egymásnak.
Múlt szerdán az orosz-amerikai csúcsszintű párbeszéd előkészítése jegyében egyébként Nyikolaj Patrusev, az orosz biztonsági tanács titkára és Jake Sullivan amerikai nemzetbiztonsági tanácsadó beszélt telefonon egymással.
A Kommerszant című napilap korábban azt írta, hogy Vlagyimir Putyin orosz és Joe Biden amerikai alelnök az év vége előtt videokonferencia keretében, a jövő év elején pedig személyesen is találkozik. Szergej Lavrov orosz külügyminiszter hétfőn azt mondta, hogy a kapcsolatfelvétel idejéről és jellegéről még nem született megállapodás. A két vezető eddigi egyetlen csúcstalálkozóját az idén június 16-án Genfben tartották meg.

Örményország és Azerbajdzsán vezetői december közepén Brüsszelben találkoznak, hogy megvitassák, miként csökkentsék a határ menti összecsapásokhoz vezető feszültségeket – közölte pénteken az Európai Unió (EU).
A vezetők megállapodtak abban, hogy Brüsszelben találkoznak, hogy megvitassák a regionális helyzetet és a feszültségek leküzdésének módjait egy virágzó és stabil Dél-Kaukázus érdekében, amelyet az EU támogat – áll Charles Michel, az Európai Tanács elnöke közleményében.
A találkozóra az EU keleti partnerségi csúcstalálkozójának margóján kerül sor Brüsszelben, december 15-én.
A bejelentés azután született, hogy Charles Michel pénteken megbeszélést folytatott lham Aliyev azerbajdzsáni elnökkel, valamint Nikol Pasinján örmény miniszterelnökkel.
A telefonbeszélgetések során az örmény és az azerbajdzsáni vezetők megállapodtak abban is, hogy közvetlen kommunikációs vonalat hoznak létre a mindenkori védelmi miniszterek szintjén, amely az incidensek megelőzésére szolgálna – közölte az EU.
Az Európai Unió szerdán sürgette mindkét országot, hogy vonja vissza csapatait és tartsa tiszteletben az előző nap elfogadott tűzszünetet, miután jelentések szerint hét azerbajdzsáni, valamint hat örmény katona vesztette életét a határ menti összecsapásokban.
Kedden Örményország és Azerbajdzsán tűzszünetről állapodott meg a határon, miután Oroszország felszólította őket, hogy lépjenek vissza az összecsapásoktól a Hegyi-Karabah enklávéért vívott tavalyi háború óta leghalálosabb összecsapást követően, amelyben legalább 6500 ember vesztette életét.

Dmitro Kuleba külügyminiszter hétfőn hivatalos látogatásra érkezett Brüsszelbe, ahol a nap folyamán megbeszélést folytat Jens Stoltenberg NATO-főtitkárral, Ann Lindével, az EBESZ soros elnökével és tárgyal az Európai Unió és a Társult Trió országainak külügyminisztereivel – adta hírül az Ukrajinszka Pravda hírportál a Külügyminisztérium sajtószolgálatára hivatkozva.
A jelentés szerint az ukrán diplomácia vezetője a belga fővárosban munkareggelin vesz részt az Európai Unió tagországainak külügyminisztereivel és nagyköveteivel. Ezt követően Ann Lindével, az Európai Biztonsági és Együttműködési Szervezet soros elnökével folytat megbeszélést. Október 30-án az USA, Nagy-Britannia, Németország és Franciaország vezetői megvitatták a tárgyalások újraindítását Iránnal a „nukleáris megállapodást” illetően, hivatalos nevén Közös Átfogó Cselekvési Terv.
A nyugati vezetők felszólították az iráni elnököt, hogy éljen azzal a lehetőséggel, hogy az Egyesült Államok visszatérhessen a 2015-ös hadművelethez, hogy megakadályozzák a veszélyes eszkalációt.
„Csak akkor lesz lehetséges, ha Irán megváltoztatja irányvonalát. Arra kérjük (Ebrahima) Raisi elnököt, hogy éljen ezzel a lehetőséggel, és jóhiszeműen járjon el annak érdekében, hogy a tárgyaló felek eredményeket érjenek el. Ez az egyetlen biztonságos módja annak, hogy megakadályozzuk a veszélyes eszkalációt” – áll négy vezető közös nyilatkozatában, amelyet Macron elnök hivatala tett közzé.
Joe Biden amerikai elnök ugyanakkor kijelentette, hogy Teherán politikájának radikális átalakítása nélkül lehetetlen visszatérni a megállapodás feltételeihez. Ennek kapcsán a CNN saját diplomáciai forrásaira hivatkozva arról számolt be, hogy az Egyesült Államok és szövetségesei a legmagasabb árat határozzák meg, ha Teherán továbbra is olyan lépéseket tesz, amelyek nem felelnek meg a 2015-ös nukleáris megállapodásnak, és közel kerül saját atombombája létrehozásához.
A négy vezető megbeszélésére a G20-ak római csúcstalálkozójának kulisszái mögött került sor, amelyet Angela Merkel, német kancellár kezdeményezett. A tárgyalásokon Borys Johnson, az Egyesült Királyság miniszterelnöke, Emmanuel Macron francia elnök és Joe Biden amerikai elnök vett részt.
Érdekes módon ez a megbeszélés egy nappal azután zajlott, hogy az Egyesült Államok új Irán ellenes szankciókat vezetett be, amelyek a drónok gyártási programjával kapcsolatosak, és kevesebb, mint egy héttel azt követően lettek bevezetve, hogy Teherán bejelentette, hogy visszatér 4 hónapos szünetet követően visszatér a nukleáris tárgyalásokhoz.
A közös nyilatkozatban az is szerepel, hogy az Egyesült Államok „teljes mértékben elkötelezett amellett, hogy visszatérjen ehhez a megállapodáshoz, amelyet Trump elnök 2018 májusában érvénytelenített”.
A Nyugat vezetői határozottan elítélik Irán „provokatív politikáját”, amely a Nemzetközi Atomenergia Ügynökség követelményeinek betartásának felfüggesztésével fenyeget.
A hét elején Irán hajlandóságát fejezte ki, hogy visszatérjen a tárgyalóasztalhoz, és új helyszínt javasolt – Teheránt. Az Iszlám Köztársaságnak azonban semmi kifogása Londonhoz, Berlinhez vagy Párizshoz.

Idén áprilistól júniusig Irán és a nyugati országok hat fordulót tárgyalásokat folytatott Bécsben a Közös Átfogó Cselekvési Terv újraindítása céljából.
A szeptember 5-i beiktatási ünnepségen (Ebrahima) Raisi, Irán új elnöke kijelentette, hogy készen áll tárgyalni, támogatja a diplomáciai kezdeményezéseket abban az esetben, ha feloldják az Egyesült Államok által bevezetett Irán ellenes szankciókat.

Prágában tárgyalt szerdán Milos Vystrcil, a cseh szenátus elnöke és Joseph Vu tajvani külügyminiszter Csehország és Tajvan gazdasági együttműködésének kiszélesítéséről és a kiberbiztonságról. A Tajvant saját részének tekintő Kína a prágai nagykövetsége útján azonnal hivatalosan bírálta a találkozót és tiltakozott ellene.
A tajvani diplomácia vezetője a Kínával kapcsolatos politikai és gazdasági eseményekkel foglalkozó Sinopsis akadémiai projekt keretében érkezett kétnapos látogatásra Prágába. Joseph Vu látogatása szorosan összefügg a hét elején Prágában lezajlott cseh–tajvani gazdasági és beruházási fórummal, amelyen megjelent a tajvani fejlesztési miniszter, valamint a tudományért és kutatásokért felelős tárcavezető is. A kétoldalú gazdasági fórumot 2016 óta szervezi a cseh ipari és kereskedelmi minisztérium.
A három tajvani miniszter prágai látogatása lehetőséget adott a cseh–tajvani stratégiai gazdasági együttműködés megerősítésére – jelentette ki Milos Vystrcil, miután a szenátus székhelyén fogadta a tajvani külügyminisztert. Milos Vystrcil a tárgyalások után a szenátus elnökének Ezüstérméjével tüntette ki Joseph Vut.
A látogatás a cseh parlamenti felsőház, a szenátus küldöttségének Milos Vystrcil házelnök által vezetett tavalyi tajvani látogatásának viszonzása – ez utóbbit akkoriban a cseh államfő és a kormányfő is nyíltan ellenezte.
Joseph Vu újságíróknak nyilatkozva nagyra értékelte Csehország hozzáállását Tajvanhoz, és kijelentette, hogy ez példa lehetne más országok számára is.

Terrorelhárítási és humanitárius kérdésekről egyeztettek amerikai diplomaták az Afganisztánban hatalomra került radikális iszlamista tálibok képviselőivel szombaton a katari fővárosban, Dohában.
Az afgán küldöttséget vezető Amir Hán Muttaki, a tálib vezetés külügyminisztere a megbeszélésen kijelentette, hogy Afganisztán új vezetésének meggyengítése instabilitással járna, és ez nem szolgálná a nemzetközi közösség érdekeit. Muttaki az afgán Bahtar hírügynökségnek adott interjújában elmondta, hogy a tálib delegáció az amerikai féltől az afgán központi bank zárolt valuta-tartalékainak feloldását kérte.
A tálib hatalomátvételt követően az Egyesült Államok befagyasztotta a hozzávetőleg kilencmilliárd dollárra tehető vagyont, aminek következtében drasztikus devizahiány jelentkezett, és elszabadult az alapvető élelmiszerek és az üzemanyagok ára a dél-ázsiai országban.
A tálib diplomácia vezetője egyben közölte, hogy humanitárius segélyt is kértek Afganisztán számára. Mint mondta, az amerikai delegáció közölte, hogy az Egyesült Államok fontolóra fogja venni a segítségnyújtást.
A koronavírus-járványról szólva Muttaki közölte, hogy az amerikai fél támogatást ígért az afgán oltási kampány számára. Washington még júliusban hárommillió adag Johnson & Johnson vakcinát ajánlott fel. Muttaki szerint a két küldöttség megvitatta, miként lehet új fejezetet nyitni a két ország között Afganisztán két évtizeden át történt megszállását követően. A tálibok külügyminisztere hozzátette, hogy az afgán küldöttség a napokban európai tisztségviselőkkel is találkozik majd.
Hírügynökségek felhívták a figyelmet, hogy az amerikai csapatkivonás óta ez az első átfogó megbeszélés a felek között.
Amerikai tisztségviselők szerint a kétnapos dohai tárgyalások egyik kiemelt napirendi pontja az lesz, miként lehet elejét venni annak, hogy a tálibok uralta Afganisztán ismét a terrorizmus melegágya legyen. Szintén terítékre kerül majd az Afganisztánban rekedt amerikai állampolgárok biztonságos hazaszállítása is. Szuhail Sahín tálib szóvivő az AP amerikai hírügynökségnek nyilatkozva a megbeszélések kezdete előtt ugyanakkor kizárta az egyre aktívabbá váló Iszlám Állam dzsihadista szervezet elleni együttműködés lehetőségét az Egyesült Államokkal. „Egyedül is megbirkózunk az Iszlám Állammal” – hangoztatta Sahín.
Az Iszlám Állam fegyveresei az utóbbi időben fokozták támadásaikat a rivális tálibokkal szemben. Pénteken például egy 46 halálos áldozatot követelő robbantásos merényletet követtek el az észak-afganisztáni Kunduz egyik síita mecsetében.

A Financial Times című napilap szerint a találkozót szerdán tartják, és céljai között szerepel, hogy egy Biden és Hszi közötti lehetséges virtuális csúcstalálkozóról tárgyaljanak a felek egymással. A Fehér Ház nem erősítette meg az erről szóló értesüléseket. A két elnök még nem találkozott Biden januári hivatalba lépése óta.
A találkozóra olyan időkben kerül sor, amikor a két nagyhatalom közötti feszültséget kiélezi, hogy kínai repülőgépek sértik meg Tajvan légterét, miközben a felek közötti súrlódás továbbra is jellemző a kereskedelem, a technológia, az emberi jogok és a biztonság területén.

Ausztrália szeptemberben megállapodott nukleáris meghajtású, de hagyományos fegyverzettel ellátott tengeralattjárók beszerzéséről az AUKUS-paktum részeként, és felmondta a Franciaországgal 2016-ban kötött, több tízmilliárd dolláros szerződést 12 hagyományos meghajtású tengeralattjáró vásárlásáról.

Ukrajna kész a tárgyalások folytatására Magyarországgal az oktatást és a nemzeti kisebbségek jogvédelmét illetően, mert ezen a téren vannak eredmények – jelentette ki Dmitro Kuleba külügyminiszter csütörtöki sajtótájékoztatóján, adta hírül az rbc.ua hírportál.
A jelentés szerint az ukrán diplomácia vezetője az ukrán-magyar kapcsolatokról szólva – bibliai példázattal élve – kifejtette: „nem szabad összetéveszteni a bűnöst az igazzal. I call on all EU and G7 states to stop issuing visas to Russians. President @ZelenskyyUa is absolutely right to insist on this. Russians overwhelmingly support the war on Ukraine. They must be deprived of the right to cross international borders until they learn to respect them.
