Mint megjegyezte, az elmúlt hetekben külügyminisztériumi szinten gyakorlatilag nem volt kapcsolat a két ország között.
A külügyminiszter hangsúlyozta: a kapcsolattartás egyetlen szintje a tárgyalócsoport, amelyben különböző intézmények képviselői és parlamenti képviselők vesznek részt. „Szakértői szinten folytatják a konzultációkat, de nincsenek magas szintű kapcsolatok” – mondta Dmitro Kuleba.

Az ukrán civil lakosságot az orosz hadsereg részéről ért atrocitásokkal érvelve, valamint azzal, hogy az Oroszországi Föderáció, megtámadva Ukrajnát, megsértette az EBESZ létrejöttét megelőző, 1975-ös helsinki záróokmányt, úgy vélte: az orosz részvétel a szervezetben veszélyezteti ez európai biztonságot és együttműködést.

Az ukrán miniszter azt is szorgalmazta, hogy az EBESZ készítsen „széles körű jelentést” az orosz erők által Ukrajnában elkövetett kegyetlenségekről.
A rzeszówi találkozón részt vett Zbigniew Rau lengyel, Ann Linde svéd és Bujar Oszmani észak-macedón külügyminiszter, a jelenlegi, az előző és a következő soros EBESZ-elnökség (trió) képviselőiként.
Rau a sajtóértekezleten aláhúzta: elő kell készíteni Ukrajna háború utáni újjáépítésének tervét, amelyet a lengyel miniszter a második világháború utáni Marshall-tervhez hasonlított.
Újságírói kérdésre válaszolva Rau arra is reagált, hogy Moszkva pénteken 45 lengyel diplomatát nemkívánatos személynek nyilvánított. Utalva arra, hogy Lengyelország március 23-án döntött a varsói orosz nagykövetség létszámcsökkentéséről és 45 orosz diplomata kiutasításáról, leszögezte: Varsó akkor tudatában volt az államközi kapcsolatokban működő kölcsönösség elvének. Moszkva lépése ezért „semmilyen meglepetést nem jelent” a lengyel fél számára – tette hozzá Rau.
Ann Linde hangsúlyozta: minden lehetséges eszközt fel kell használni, hogy véget vessenek az Ukrajnával szembeni orosz agressziónak.
Bujar Oszmani példaadónak nevezte „az ukránok hősies ellenállását”.

Kuleba elmondta, hogy a NATO-szövetségesekkel folytatott tárgyalásai és a kétoldalú találkozók napirendjén három pont szerepel: „Fegyverek, fegyverek és fegyverek”.
„Tudjuk, hogyan kell nyerni, de az Ukrajna által kért fegyverek folyamatos és állandó szállítása nélkül ezek a győzelmek nagy áldozatokkal járnak majd. Minél több fegyvert kapunk, és ezek minél hamarabb megérkeznek Ukrajnába, annál több életet fogunk megmenteni. Annál több város és falu nem pusztul el, és nem lesz több Bucsa” – mondta el.
A miniszter hozzátette, nincs különbség támadó és védelmi fegyverek között, hiszen minden fegyvert Ukrajna védelmére használnak fel. Hangsúlyozta, hogy minden ország, amely ilyen téren különbséget tesz, képmutató.
