67 millió dolláros hitelkeret, az M3-as autópálya kiépítése Ukrajna határáig, az összes határátkelő megnyitása – ezek a legfontosabb eredmények Szijjártó Péter magyar, és Dmitro Kuleba ukrán külügyminiszter mai találkozójának Kijevben.
67 millió dolláros hitelkeretet biztosít a magyar Eximbank a hazai és az ukrán vállalatok közötti kereskedelem elősegítésére – egyebek mellett ez volt az egyik eredménye Szijjártó Péter magyar, és Dmitro Kuleba ukrán külügyminiszter találkozójának ma Kijevben. A két külügyminiszter ukrán–magyar gazdasági vegyesbizottság ülésén vett részt. Dmitro Kuleba „kollégájának és barátjának” nevezte Szijjártó Pétert, és mindketten az együttműködés és a közös kapcsolatok fejlesztésének a fontosságát emelték ki, amellett, hogy megoldandó vitás kérdések is fennállnak Kárpátalján. – Látjuk azt, hogy a kis megbeszélések eredményei megvalósulnak. (…) Minél több ilyen lépést fogunk tenni, annál több közös projektet tudunk megvalósítani – mondta Kuleba a találkozó utáni sajtótájékoztatón.
Legkésőbb hétfő reggel valamennyi határátkelő megnyílik majd Magyarország és Ukrajna között, a jelenlegi szabályok betartásával. A korábbi egy átkelő helyett így jövő héttől mind az öt átlépési pont elérhető lesz. A jelenlegi szabályok szerint magyar állampolgár korlátlanul léphet be Magyarország területére, míg ukrán állampolgár tranzitforgalmi céllal, vagy 24 óráig a határ 30 kilométeres körzetében tartózkodhat az országban. Arról egyelőre nincs adat, hogy mikor indulhat újra a rendszeres légi- és vasúti közlekedés a két ország között.
Szijjártó Péter elmondta azt is, hogy a beregszászi kórház modernizációja közös ukrán–magyar együttműködésben fog megvalósulni, az M3-as autópálya pedig 2023-ig eléri Ukrajna határait. Kijev is biztosította a magyar felet, hogy ukrán gyorsforgalmi út fogja majd várni addigra a magyar sztrádát. A magyar külügyminiszter emlékeztetett arra is, hogy továbbra is elérhető az 50 millió dolláros hitelkeret Kárpátalja számára útépítésekre. – Magyarország abban érdekelt, hogy egy sikertörténet legyen Kárpátalja – hangsúlyozta Szijjártó.
Szijjártó és Kuleba egy hónapon belül már másodszorra találkoznak: az ukrán külügy vezetője május 29-én autóval érkezett Budapestre, hogy a Kárpátalja esetében fennálló vitás kérdésekről tárgyaljon. A magyar részről bírált ukrán oktatási törvény ügye, amely miatt a miniszteri szintű NATO-üléseket blokkoljuk, a sajtótájékoztatón nem került szóba. A Magyar Nemzetnek nyilatkozó egyik diplomáciai forrás szerint a két ország minisztériuma Orbán Viktor magyar kormányfő és Volodimir Zelenszkij ukrán elnök júliusi találkozójának az előkészítésén dolgozik, amihez mindenképpen fontos, kézzelfogható eredmények kellene Budapest és Kijev kapcsolatában.

Várhelyi Olivér bővítési ügyekért és szomszédságpolitikáért felelős EU-biztos
szerdán az MTI-nek, összegezve kétnapos ukrajnai látogatását.
Elmondta hogy Kijevben találkozott a magyar, a román és a
bolgár kisebbségek képviselőivel, köztük Brenzovics Lászlóval, a Kárpátaljai
Magyar Kulturális Szövetség (KMKSZ) elnökével, akikkel ismertette ezt az
álláspontot. Elmondta, hogy ugyanerről tájékoztatta szerdai találkozójukon
Volodimir Zelenszkij ukrán elnököt is, aki – mint mondta – benyomása szerint
készen áll a helyzet rendezésére.
Az ukrajnai nemzetiségek képviselői a 2017-ben elfogadott
oktatási törvény nyelvi cikkelye, az egy hónapja elfogadott középfokú
oktatásról szóló törvény, valamint a tavaly nyáron életbe lépett nyelvtörvény
kapcsán emeltek kifogásokat. Az oktatási reform keretében elfogadott
jogszabályok az ötödik osztálytól fogva emelkedő mértékben írják elő egyre több
óraszámban ukrán nyelvű tanórák bevezetését az állami és önkormányzati
finanszírozású nemzetiségi iskolákban, a nyelvtörvény pedig egyéb rendelkezések
mellett kötelezővé teszi az ukrán nyelv használatát – a magán beszélgetések és
a vallási szertartások kivételével – gyakorlatilag minden nyilvános
rendezvényen.
„Érzékeny kérdésekről van szó, szükség van (a rendezésükhöz)
a magyar és az ukrán kormányra egyaránt. Elindult egy folyamat ezen a téren,
reméljük, hogy eredményre vezet, mi a magunk részéről szeretnénk támogatni ezt
a folyamatot, de az a legfontosabb, hogy a kisebbségeknek megfelelő megoldást
találjunk” – fogalmazott az EU-biztos.
Hangsúlyozta, hogy kétnapos látogatása alatt
tárgyalópartnereivel számos más konkrét kérdést is érintettek. Ezek között
sorolt olyan gazdasági, infrastrukturális fejlesztési projekteket, amelyek
nemcsak Ukrajna, de Magyarország számára is fontosak, mint például a
közlekedési kapcsolatok fejlesztése, azaz úthálózatok bővítése. Ezen kívül
szóba került még a tőkeberuházások élénkítése, valamint a megújuló
energiaforrások felhasználása is. Hozzáfűzte, hogy ezeknek a terveknek a
megvalósításához az EU segítséget kíván nyújtani Ukrajnának.
Várhelyi Olivér elmondta, hogy a nap folyamán találkozott
Vadim Prisztajko külügyminiszterrel, akivel szoros munkakapcsolatban állapodtak
meg. Programja keretében megkoszorúzta a 2014-es kijevi Majdan-tüntetések civil

Második olvasatban tárgyalja csütörtökön a Legfelső Tanács a termőföldpiac megnyitásáról szóló törvényt, amelynek az elfogadása ellen második napja tüntetnek Kijevben agráripari dolgozók és gazdálkodók – adta hírül a 112.ua hírportál.
A kiadvány szerint a
jogszabály tárgyalásának kezdetén megerősítették a parlament épületének rendőri
őrizetét a tüntetők agresszivitásától tartva. A törvény elfogadása ellen
tiltakozók azt követelik, hogy a parlament ne fogadja el a törvényt, hanem
ismét hosszabbítsa meg a termőföld adásvételének moratóriumát.
Korábban a jogszabály
ellenzői azt követelték, hogy halasszák el a földtörvény elfogadását a róla
tartott népszavazás utánra, majd egészítsék ki olyan rendelkezéssel, amely
szerint csak az államnak és a helyi önkormányzatoknak lenne joga termőföldet
vásárolni.
Az első olvasatban
januárban elfogadott törvényt úgy módosították, hogy külföldiek ukrán
termőföldet csak akkor vásárolhatnak, ha arról népszavazás dönt. Ugyancsak
csökkentették az egy személy által vásárolható földterület nagyságát 200 ezer
hektárról 10 ezer hektárra.

Ukrajna a Donald Trump elnök körüli botrány középpontjába került – állította Tarasz
Szemenyuk, a KyivStratPro kutatóintézet elemzője az Unian hírügynökségnek írt
cikkében.
A szerző szerint a Trump melléfogásának köszönhetően kirobbant lehallgatási botrány minden bizonnyal rontotta a kétoldalú ukrán–amerikai kapcsolatokat. Az amerikai elnök kijelentése, amely szerint „Ukrajna a legkorruptabb ország”, toxikussá tette a nemzetközi életben az országot – tette hozzá. Mint emlékeztetett rá, Volodimir Zelenszkij elnök elődjétől örökölte meg a két ország viszonyát érintő kellemetlen helyzetet, miáltal belerángathatták az amerikai belpolitikai csatározásokba az idei elnökválasztás előtt. Ráadásul Zelenszkij kezdettől fogva helytelen védekezési stratégiát követett azzal, hogy a hallgatást választotta az ügyben, ami nem bizonyult elegendőnek.

azzal, hogy Amerika nem siet a különmegbízott kinevezésével, azt bizonyítja,
bízik abban, hogy Kijev és Moszkva egyedül is megállapodhat, ahogy erre Trump
tett is utalást, amikor az ukrán elnök washingtoni látogatásakor kijelentette,
Zelenszkij egyedül is tárgyalhat Putyinnal.
