„Erdogan valószínűleg hivatalosan javaslatot fog tenni valamire” – mondta az elnöki tanácsadó a két vezető Kazahsztánban esedékes csütörtöki találkozójára utalva.
„Sajtóértesülések vannak arról, hogy a török fél meghatározott elgondolásokkal fog előállni, nem zárhatom ki, hogy Erdogan aktívan érinteni fogja ezt a témát az asztanai tárgyalás során” – tette hozzá Usakov, aki úgy fogalmazott, hogy érdekes és hasznos megbeszélést vár.
Usakov beszélt arról is, hogy amennyiben sor kerülne orosz–ukrán kapcsolatfelvételre, az török területen történne.
Ankara fontos szerepet játszott a szeptemberi orosz-ukrán fogolycserében, illetve a fekete-tengeri ukrán gabonaexport újraindítását célzó júliusi megállapodás létrejöttében.

Az Európa Tanács (ET) parlamenti közgyűlésének (PACE) magyar delegációja elfogadhatatlannak tartja a civileket célzó és a humanitárius jogokat teljes mértékben figyelmen kívül hagyó durva orosz támadásokat az ukrajnai városok ellen – jelentette ki Németh Zsolt, a magyar Országgyűlés külügyi bizottságának fideszes elnöke az MTI-nek adott telefonos nyilatkozatában.
Németh Zsolt elmondta: a PACE magyar delegációja csatlakozott az Európa Tanács három vezetője által kiadott hétfői nyilatkozathoz: Marija Pejcinovic-Buric, a strasbourgi szervezet főtitkára, Tiny Cox, a PACE és Simon Coveney, az ET Miniszteri Bizottságának elnöke állásfoglalásában elítélte az ukrajnai városok ellen végrehajtott orosz légicsapásokat, és felhívták a figyelmet, hogy a nemzetközi jog ilyen súlyos megsértése nem maradhat büntetlenül.
Németh Zsolt arról is beszélt, hogy a PACE egyik legfontosabb témája ezen a héten Strasbourgban a negyedik ET-csúcstalálkozó megszervezésének előkészületei. Mint mondta, az ET utoljára 2005-ben tartott csúcstalálkozót, de a szervezet az ukrajnai háborúra való tekintettel újabb tanácskozást szorgalmaz. Elmondta azt is, hogy a közgyűlésen kezdeményezte, hogy készüljön jelentés az ET és az Emmanuel Macron francia elnök által idén májusban kezdeményezett Európai Politikai Közösség (EPC) viszonyáról. A fideszes képviselő szerint fontos, hogy az Európa Tanács kiegészítő szervezetként működjön együtt az EPC-vel, és ne riválisként lépjen fel.
Németh Zsolt szerint továbbá az ET-nek az elkövetkező időszakban hosszú távú feladata lesz, hogy szerteágazó eszközrendszerének segítségével támogassa a nyugat-balkáni országokat a jogállamisági normák kialakításában. „Az ukrajnai háború új lendületet adott a szomszédság- és bővítéspolitikának, ebben a folyamatban az ET kitüntetett szerepet játszhat” – hangsúlyozta.

Az Európai Bizottság külügyi szóvivője, Peter Stano a testület hétfői sajtótájékoztatóján elítélte az ukrán városokra mért orosz rakétatámadásokat.
„Az orosz rakétatámadások háborús bűncselekménynek minősülnek. Az orosz erők civileket vettek célba gyáva és förtelmes rakétazáporral, ez a háborús feszültségek fokozását jelenti Oroszország részéről” – jelentette ki a szóvivő.
Josep Borrell, az EU külügyi és biztonságpolitikai főképviselője Twitter-üzenetében azt írta, mélységesen megdöbbentették az orosz támadások a civilek ellen Kijevben és más ukrajnai városokban.
„Az ilyen cselekményeknek nincs helyük a XXI. században. A lehető leghatározottabban elítélem őket. Ukrajna mellett állunk, az EU további katonai támogatást nyújt” – hangsúlyozta.
Az Európai Parlament elnöke, Roberta Metsola szerint „visszataszító, ami Kijevben történik.”
„Az orosz rakétatámadás ismét megmutatta, milyen rendszerrel állunk szemben; olyannal, amely válogatás nélkül támad, terrorral és halállal sújtja a gyermekeket” – írta Metsola Twitter-üzenetében.
Alexander De Croo belga miniszterelnök is elítélte a csapásokat. Véleménye szerint a történtek tovább fokozzák a háborús feszültséget, ami elfogadhatatlan. Hozzátette: a támadások megerősítik Belgium Ukrajna támogatása iráni elkötelezettségét – szögezte le.
Ursula Von der Leyen sajtóközleményében azt írta, megdöbbent az ukrán városok elleni kegyetlen támadásokon.
„Oroszország ismét megmutatta a világnak, hogy mit képvisel: a terrort és a brutalitást. Az elkövetőket felelősségre kell vonni” – hívta fel a figyelmet az Európai Bizottság elnöke. Hozzátette: „tudjuk, hogy az ukránokat nem lehet megfélemlíteni, és az ukránok tudják, hogy az EU mellettük áll, amíg csak szükséges”.
Jens Stoltenberg NATO-főtitkár Twitter-üzenetében megerősítette, hogy a szövetség támogatja Ukrajnát.
„A NATO továbbra is támogatni fogja a bátor ukrán népet a Kreml agressziója ellen, amíg csak szükséges” – írta Stoltenberg.
A NATO-tagállamok védelmi miniszterei a tervek szerint kétnapos tanácskozásra gyűlnek össze Brüsszelben szerdán, hogy Ukrajna további támogatásával kapcsolatban egyeztessenek.

Vlagyimir Putyin orosz elnök Szergej Sojgu védelmi miniszterre próbálja áthárítani a felelősséget az ukrajnai kudarcokért. Erről az American Institute for the Study of War (ISW) számolt egy jelentésében. A cikkben leírják, hogy a „részleges mozgósítással” kapcsolatos egyre erősödő kritika arra készteti Putyint, hogy a védelmi minisztériumot, és legfőképp annak vezetőjét okolja a hibákért.
Az orosz államfő elhalasztotta a diákok sorozását, és hangsúlyozta, hogy a védelmi minisztérium nem módosította kellő időben a mozgósítás alá nem eső személyek névjegyzékére vonatkozó szabályozási keretet.
Az elemzők felhívták a figyelmet arra, hogy az orosz védelmi minisztériumot tisztviselők és propagandisták egyaránt bírálják, például Kadirov csecsenföldi vezető és Jevgenyij Prihozsin oligarcha, akit a Wagner-csapat tulajdonosának neveznek.
