A jelentés szerint az ukrán diplomácia vezetőjének felháborodását az váltotta ki, hogy Scholz „Putyin háborújának” nevezte Oroszország Ukrajna elleni invázióját, és ezzel indokolva ellenezte a vízumok megtagadását az oroszoktól és kitiltásukat az Európai Unió civilizált országaiból. A német kancellár ráadásul azt is mondta, hogy nem Oroszország egyszerű állampolgárainak a háborúja, ami Ukrajnában folyik. Olaf Scholz szerint az oroszok elleni büntetőintézkedések csak gyengítik a moszkvai döntéshozó központ embereivel szembeni szankciókat.
A külügyminiszter reagálásában azt írta: „ez Oroszország háborúja, nem csak Putyiné. Nem Putyin, hanem igazi orosz katonák jönnek Oroszországból ölni, kínozni és pusztítani.” Mint rámutatott, szerinte az oroszok többsége támogatja a háborút, örül az ukrán városok elleni rakétatámadásoknak és az ukránok meggyilkolásának. „Az orosz turisták élvezzék Oroszországot” – adott hangot véleményének Dmitro Kuleba.
