Korábban a dezertálók öt év börtönbüntetést kaptak. Ugyanakkor széles körben érkeztek jelentések arról, hogy az Ukrajnában szolgáló orosz katonák megtagadták a harcot, vagy elmenekültek az országból, hogy elkerüljék a behívót.

Az Agence-France-Presse által megszerzett nyilatkozatában Lipavsky a következőket mondta:
Megértem, hogy az oroszok menekülnek Putyin egyre kétségbeesettebb döntései elől, ám azok, akik azért szöknek meg hazájukból, mert nem akarnak eleget tenni a saját államuk által rótt kötelességeknek, nem teljesítik a humanitárius vízum feltételeit.

Dmitro Kuleba ukrán külügyminiszter azt szorgalmazta szerdán, hogy az Európai Unió vezessen be vízumtilalmat az orosz állampolgárokkal szemben, emellett olyan program létrehozását javasolta, amelyen keresztül elősegíthető azoknak az orosz katonáknak a támogatása, akik nem akarnak Ukrajna ellen harcolni.
