 Javasolta, hogy Ukrajna részvételével tartsanak NATO-csúcsot a további közös fellépések kidolgozása érdekében. Kuleba emellett azt szeretné, ha Ukrajnát modern F-15-ös és F-16-os repülőgépekkel, valamint légvédelmi rendszerekkel látnák el, „hogy el tudjuk fogni bármilyen orosz rakétát”.
