A Parlament első olvasatban, 247
képviselő szavazatával, elfogadta az „Egyes ukrán törvényhozási aktusok módosításáról, az apai utónév
megváltoztatásáról” szóló №2450 számú törvényt. Az értelmezési megjegyzés
szerint a törvénytervezet célja az Emberi Jogok Európai Bírósága „Garnaga
kontra Ukrajna” ügyben hozott határozatának végrehajtása és az Ukrajna polgári
és családjogi kódexei közötti hiányosságok kiküszöbölése az egyén általi apai
utónév megváltoztatásának lehetősége tekintetében. A dokumentum módosítja az ukrán
polgári törvénykönyv 295. cikkelyének
1.,2. és 3. részét, az ukrán családjogi kódex 149. cikkelyének 1. részét
valamint kibővíti az családjogi
törvénykönyv 149. cikkelyének 2. és 3. részét, amely szerint fenntartja az
állampolgár számára a jogot arra, hogy megváltoztassa apai utónevét belátása
szerint, mint ahogy azt megteheti mind a vezeték- úgy a személynevével
egyaránt.
