A közlemény szerint az EUMAM Ukrajna misszió célja, hogy hozzájáruljon az ukrán fegyveres erők felkészültségének fokozásához a katonai műveletek hatékony végrehajtása érdekében, „lehetővé téve Ukrajna számára, hogy megvédje területi egységét a nemzetközileg elismert határain belül, gyakorolhassa önállóságát, és megvédhesse a polgári lakosságot”.
Közölték: a misszió létrehozásáról Ukrajna kérelmének eleget téve döntött az unió, az ukrán kormány szeptember 30-án kérte a támogatást. Az EUMAM Ukrajna egyéni, csoportos és különleges képzést nyújt az ukrán fegyveres erők számára, emellett összehangolja a tagállamok kiképzést támogató tevékenységeit.
Biztosítani fogja továbbá a tagállamok Ukrajnát kétoldalú formában támogató tevékenységeinek együttműködését, valamint a közös munkát más, hasonló gondolkodású nemzetközi partnerekkel is.
A misszió az uniós tagállamok területén fog működni, műveleti központja Brüsszelben lesz, működését az Európai Unió Külügyi Szolgálata (EKSZ) biztosítja. A katonai misszió megbízatása kezdetben két évre szól, erre az időszakra szóló költségvetése 106 millió 700 ezer euró – tették hozzá.
