A jelentés szerint az amerikai diplomata a nyilatkozatában elmondta, az ukrán–amerikai csúcstalálkozó fókuszában három kérdéskör lesz: a biztonság ügye, beleértve az Ukrajna elleni orosz agresszió különböző formáit, és nem csak a donbászi konvencionális háborút, hanem a fekete-tengeri agressziót. A második napirendi pont – folytatta – az energetikai biztonság, a harmadik a korrupcióellenes és igazságügyi, valamint intézményi reform lesz.
A washingtoni hivatalnok hangsúlyozta, hogy Ukrajnának „erős, az ukrán nép érdekeinek megfelelő, tisztességes intézményekre” van szüksége. Szerinte nem kevésbé fontosak az igazságügyi reformok. „Nemrég a Legfelső Tanács több kulcsfontosságú törvényt fogadott el, de ez csak az első lépés, amely reményt ad a teljes értékű igazságszolgáltatási szektor létrehozására, amely biztosítja az egyenlőséget és elérhetőséget” – mutatott rá az amerikai.

Szvitlana Tihanovszka, a demokratikus belorusz ellenzék vezetője az amerikai diplomaták meghívásának eleget téve az Egyesült Államokban tartózkodik.
Július 19-én tárgyalásokat folytatott a Külügyminisztérium vezetésével, felszólítva Washingtont, hogy fokozza a Lukasenka elnökre gyakorolt nyomást és támogassa a belorusz társadalmat.
Szvitlana Tihanovszka közölte, Egyesült Államokbeli látogatása során tárgyalt Anthony Blinken a külügyminiszterrel, Victoria Nuland helyettes államtitkárral és Derek Scholle-val, a külügyminisztérium tanácsadójával. Elmondása szerint számos kérdést vitattak meg, többek között a Ryanair légitársaság gépének földre kényszerítését, a belorusz társadalom elleni támadásokat, és a rezsim által szervezett „illegális litvániai migrációt”, mint az EU elleni „bosszút”. Ugyanakkor Tihanovszka felszólította az Egyesült Államokat, hogy fogadjon el sürgősségi segélycsomagot a belorusz független média számára, támogassa a társadalmat, fokozza a gazdasági nyomást a Lukasenka rezsimre, szinkronizálja tevékenységét az EU-val, Nagy-Britanniával és Kanadával.
A belorusz ellenzék vezetője felszólította Washingtont, jelezze Moszkvának, miszerint Oroszország konstruktív szerepet játszhat a belorusz krízis rendezésében. „Akkor Lukasenka nem fogja megkérdőjelezni Fehéroroszország szuverenitását és az egész régió biztonságát” – mondta Szvitlana Tihanovszka, aki már hosszú ideje kényszermigrációban él. Tihanovszka tervei szerint mindkét párt szenátoraival és Samantha Power-el, az USAID nemzetközi segélyügynökség vezetőivel találkozik. A Ragyio Szvoboda közleménye szerint Szvitlana Tihanovszka Washingtonban már találkozott a belorusz diaszpóra képviselőivel.
A Holosz Ameriki-nek adott interjújában Szvitlana asszony tömören így fogalmazott: „Azt akarom, hogy az egész világ figyeljen fel Fehéroroszországra, bár értem, hogy rengeteg probléma a világban. De harcolni fogunk értékeinkért. És azt akarom, hogy az Egyesült Államok vezére legyen ennek a küzdelemnek”. Véleménye szerint Alekszandr Lukasenka rendszere csak teljes politikai és gazdasági nyomás hatására engedi szabadon a politikai foglyokat. Erre szólította fel Nyugatot és az USA-t.

Kárpátaljára látogattak az Európai Unió ukrajnai tanácsadó missziójának (EUAM Ukraine) tagjai július 22-én, csütörtökön. A nyolctagú küldöttség három tagja – Marek Dzierzega, Hannelore Valier, Soran Hansen – délelőtt Ungváron a Kárpátaljai Magyar Kulturális Szövetség (KMKSZ) székházában találkozott a kárpátaljai magyar szervezetek vezetőivel: Barta Józseffel, a KMKSZ alelnökével, megyei képviselővel és Zubánics Lászlóval, az Ukrajnai Magyar Demokrata Szövetsége (UMDSZ) elnökével.
Az Európai Bizottság missziója és célja a helyi közösségek, kisebbségek társadalmi, érdekpolitikai szervezeteinek és a jogvédő szerveknek az együttműködése a polgári biztonság érdekében. A vendégek arról érdeklődtek, hogy Kárpátalján a magyar kisebbség mennyire érzi magát biztonságban, és mely tényezők fenyegetik a biztonságukat.
A közel másfél órás megbeszélést követően Barta József röviden összegezte az elhangzottakat.
– Elmondtam, hogy a keleten zajló harci cselekmények ugyan nagyon távol vannak tőlünk, de kihatnak a mi életünkre is. Az elmúlt években több hullámban is zajlott katonai mozgósítás, amelyek során Kárpátaljáról is sokan kerültek oda és vettek részt a harcokban. Több mint 100 kárpátaljai veszítette ott életét, s több mint 10%-uk magyar nemzetiségű volt – jegyezte meg Barta József, és kifejtette: nagyon komoly problémának tartja azokat a magyarellenes provokációkat, amelyek a nemzetiségek közötti konfliktust gerjesztik, s többekben félelmet keltettek/keltenek Kárpátalján.
– Nagyon sok fenyegető levél, üzenet érkezett a magyarság irányába: deportálás, megmérgezés, különböző tartalmú provokációs plakátok. A KMKSZ mint politikai szervezet ellen pedig komoly terrorcselekmények is történtek, hiszen a székházunk felgyújtási kísérlete, majd felrobbantása mindenképpen annak minősül, és a félelemkeltésre irányul, jelentősen rontja a biztonságérzetünket.
Ezenkívül az alelnök felhívta a figyelmet arra, ami valamennyi Kárpátalján élőt érint: egyre több a közúti baleset. Elhangzott, hogy az utak minőségének a javulásával növekszik a közúti balesetek és a tragédiák száma is.
– Még nem szoktunk hozzá, hogy jó utakon is lehet biztonságosan közlekedni. Ez nem azt jelenti, hogy le kell állítani az útjavítási programot. A küldöttség mielőtt ide érkezett, Lemberg megyében folytatott hasonló vizsgálatot, ahol azt mondták, a polgárok biztonságát illetően a legnagyobb probléma a közúti balesetek jelentős növekedése. Ott nagyon sok út újult meg az elmúlt években.
Egy holland filozófus mondta egykoron, hogy minden politika, de a politika nem minden. Azaz politika nélkül nehéz érdekvédelmet megvalósítani, érdekvédelem nélkül pedig nehéz biztonságot garantálni. Számunkra nagy kár, hogy nincs parlamenti képviselőnk, pedig nagyon fontos lett volna, így a kárpátaljai magyarság érdekeit nem tudjuk megjeleníteni Ukrajna Legfelső Tanácsában, a törvényhozás házában, s emiatt jelentős hátrányokat is szenvedünk – hangsúlyozta az alelnök. Barta József elmondta, azt is problémának tartja, hogy a kárpátaljai magyar kisebbségnek nincs számarányos (10–12 százalék) képviselete az összlakossághoz képest a közigazgatási hivatalokban, ami a végrehajtó hatalom legfontosabb ága, illetve a jogvédő szervekben sem, így a rendőrségen, az ügyészségen, a bíróságokon.
– Emiatt ott nem tudjuk megvalósítani a magyar érdekvédelmet. Ezekre a gondokra is megoldást kellene találni. Sok helyen ezt úgy oldják meg, mint például Magyarországon, ahol a kisebbség parlamenti kvótát kap. Elmondták, hogy ebben támogatást és segítséget tudnak nyújtani.
A biztonság szempontjából egy olyan közvetett dolog is szerepet játszik, mint a választások, amikor az emberek képviselőket, polgármestert választanak, akik aztán az önkormányzati szervekben kiállnak az érdekeik mellett. Amikor a választások tisztán zajlanak, minden rendben van, érvényesül a nép akarata. Viszont, amikor szavazatvásárlás történik, olyanok is bekerülhetnek, akik nem azért jutnak be, mert nagy irántuk a bizalom, vagy szolgálni akarják a közösségüket, hanem egészen más érdekből indulnak a választásokon. Ilyen esetben akár a bűnözők is mandátumhoz juthatnak, ami már veszélyezteti a közbiztonságot. Ezért fontos lenne elérni azt, hogy a választások tisztasága garantált legyen – hangsúlyozta Barta József.
Szó esett a kábítószer-fogyasztásról, főleg a fiatalok körében, a határ menti csempészetről, a korrupcióról, amely a kárpátaljaiak életében is jelen van, és hatással van mindannyiunk életére.
A találkozónak az volt a jelentősége, hogy a tanácsadók megvizsgálják, hogyan látjuk mi, melyek a helyi problémák, amelyek Lemberg és Ivano-Frankivszk megyékre nem jellemzők, illetve melyek regionális jellegűek. S hogyan tudunk együtt dolgozni az Európai Unióval, az illetékes szervekkel a helyzet javulásáért. A misszió később konkrét javaslatokkal tér vissza azzal kapcsolatban, hogy a jogvédő szervekkel együttműködve mit tudnak tenni a társadalmi szervezek a problémák megoldása érdekében.
A nyolctagú küldöttség tagjai a nap folyamán a városi önkormányzat és a rendőrség vezetőivel is találkoztak.

Ez lesz a kulcsfontosságú téma” – mondta az ukrán külügyminiszter.
Kuleba hozzátette, fontos, hogy meghatározzuk az USA részvételének formátumát az Oroszországgal folytatandó tárgyalásokon, azt a formátumot, amely a maximális eredményt nyújtja.
„Problémák vannak a normandiai folyamatban. Mindenki azt mondja: Oroszország, te részt veszel a konfliktusban, teljesítsd kötelezettségeidet, állítsd le a háborút. Oroszország pedig azt mondja: nem, nem vagyunk részesei a konfliktusnak. Amíg nem oldjuk meg ezt a kérdést, a lehetetlen teljes értékű rendezés. Az új izraeli külügyminiszter, Jaír Lapid hivatalba lépése óta először találkozott vasárnap amerikai kollégájával, Antony Blinkennel, és súlyos fenntartásokat fogalmazott meg az iráni nukleáris megállapodással kapcsolatosan, amelynek újjáélesztéséről immár hónapok óta folynak a tárgyalások.
A tájékoztatás szerint az egyeztetésen szó volt Izrael és a Perzsa (Arab)-öböl menti arab országok közötti kapcsolatok normalizálásáról is. Blinken arról számolt be a megbeszélés előtt, hogy fel fogja hozni a gázai humanitárius segítségnyújtás kérdését is.
Irán és az Egyesült Államok közvetett tárgyalásokat folytat a Donald Trump előző amerikai elnök által felmondott, 2015-ös atomalku újjáélesztéséről, az egyezség nyomán Teherán korlátozta nukleáris programját a nemzetközi szankciók feloldásáért cserébe.
„Izraelnek súlyos fenntartásai vannak az iráni nukleáris egyezménnyel kapcsolatban, amelynek tető alá hozásán dolgoznak Bécsben. Azt gondoljuk, hogy ezeket közvetlen beszélgetések során kell megvitatni, nem sajtótájékoztatókon” – mondta Lapid a Rómában rendezett találkozót megelőzően. Arról is beszélt, hogy Izrael dolgozni fog a kétoldalú kapcsolat javításán az Egyesült Államokkal. „Az utóbbi néhány évben hibákat követtek el. Sérült Izrael pártokon átívelő álláspontja, együtt ki fogjuk javítani ezeket a hibákat” – fogalmazott.
Az új, keményvonalasnak tartott iráni elnök megválasztásának megfigyelők szerint az lehet az egyik következménye, hogy az eddiginél is nyíltabb lesz az ellenségeskedés a zsidó állam és az iszlám köztársaság között. Teherán emellett feltehetően fokozottabban támogatja majd az Izrael-ellenes milíciákat, valamint Bassár el-Aszad szíriai elnököt.

Mahmúd Vázi, az elnöki hivatal kabinetfőnöke például arról beszélt, hogy az Egyesült Államok 1040 büntetőintézkedést oldana fel, köztük olyanokat, amelyek az olajexportot, a banki átutalásokat és a hajózást érintik.
Vázi, akit az ISNA helyi hírügynökség idézett, hozzátette, hogy politikai szankciók is szerepelnek ezen a listán, amelyeket a többi között Ali Hamenei ajatollah, Irán legfőbb vallási és politikai vezetője, az irodája és stábja ellen fogadtak el.
Vázi szerint ugyanakkor vannak olyan szankciós ügyek, amelyek nem kapcsolódnak közvetlenül a 2015-ös nukleáris megállapodáshoz, de további tárgyalásokat kívánnak.

Az atomalkut 2018-ban az akkori amerikai elnök, Donald Trump egyoldalúan felmondta, azzal vádolva Iránt, hogy nem tartotta magát a megállapodásban foglalt kötelezettségeihez, egyúttal visszaállította a megállapodás értelmében eltörölt szankciókat Irán ellen. Az iszlám köztársaság válaszul korlátozta az atomalkuból fakadó egyes kötelezettségei teljesítését, legutóbb pedig korlátozta a Nemzetközi Atomenergia-ügynökség (NAÜ) ellenőreinek tevékenységét létesítményeiben.

Június 11-én vált ismertté, Vlagyimir Putyin orosz elnök „őszinte” interjút ad az NBC News amerikai tv-csatornának a Joe Bidennel való találkozó előtt.
Érdekes és meglehetősen pragmatikus tény, hogy Putyin elnök közvetlenül a Biden-találkozó előtt ad interjút az amerikai kiadványnak.
Az is közismert, hogy az orosz vezető az NBC News vezető nemzetközi tudósítójával beszélget, aki már megérkezett Moszkvába. Ugyanakkor a nyilvánosságra hozott előzetes szerint maga a „beszélgetés” a témák széles skálájának lesz szentelve.
Az exkluzív interjú teljes verziója június 14-én, hétfőn 18:30-kor (amerikai idő szerint) kerül adásba. Érdekes, hogy a jól ismert CNN-tévécsatorna információja szerint az amerikai adminisztráció döntése szerint sem Putyinnak, sem Bidennek nem áll szándékában közös értékelő sajtókonferenciát tartani. A több mint furcsa döntés okait azonban nem nevezték meg. A tv-csatorna információi szerint azonban a találkozó programja még nem alakult ki, így akár az utolsó percekben is korrigálható. A csúcstalálkozó előkészítésében részt vevő tisztviselők kijelentették, a pénteki adatok szerint nem várható közös sajtókonferencia. A Time amerikai kiadvány szerint ismertté vált, hogy a Központi Hírszerző Ügynökség (CIA) igazgatója William Berntz készítette elő Biden az orosz elnökkel való találkozóra.
Június 9-én Dmitrij Peszkov, az orosz elnök sajtótitkára kijelentette, hogy Vlagyimir Putyin a Joe Bidennel folytatott tárgyalásokat követően bármilyen formában hajlandó beszámolni a sajtónak az eredményekről. Ugyanezen a napon Szergej Lavrov, az orosz külügyminisztérium vezetője arról tájékoztatott, hogy Moszkvának „nincsenek nagy elvárásai vagy illúziói az USA és Oroszország elnökei jövőbeli találkozójával kapcsolatban”.
Jake Sullivan, az USA elnöke nemzetbiztonsági tanácsadója június 7-én megjegyezte, hogy a két ország vezetői várva várt találkozójára „nem a köztük lévő nézeteltérések ellenére, hanem nekik köszönhetően kerül sor”.
Egyébként Joe Biden és Vlagyimir Putyin elnökök találkozójára, a tervek szerint június 16-án Genfben kerül sor, és ez lesz az két elnök első személyes találkozója. Az orosz elnök számára pedig ez a genfi út lesz az első külföldi látogatása 2020 januárja óta.
