A vagyonkezelő alap 2016 óta működik, és az Ukrajnának nyújtott nem katonai segítségnyújtás eszköze. A forrásokat üzemanyag, orvosi műszerek, élelmiszerek, téli ruházat és a pilóta nélküli légi járművek elleni védelmi rendszerek beszerzésére fordítják. A fegyvereket és egyéb katonai felszereléseket az államok külön-külön biztosítják, ugyanakkor erre a célra használja forrásait az Európai Békealap is.
