A jelentés szerint a meghívott országok között van Ukrajnán kívül a többi között a Fülöp szigetek, Tajvan, India, Lengyelország. Az országvezetők mellett Biden meghívta a civil társadalmak képviselőit is a konferencia „konkrét kötelezettségek kidolgozásával és a tanácskozás eredményeinek összegezésével” foglalkozó rendezvényeire.
A Csúcstalálkozó a demokráciáért nevű tanácskozás célja, hogy a globálisan egyre nagyobb teret nyerő autoriter rendszerek elleni fellépés és annak visszaszorítása érdekében programot és munkacsoportokat hozzon létre. Ugyan az online térben tartják a rendezvényt, de jövőre, a második csúcsra már személyesen várják a résztvevőket.
